Says likely spam so I wouldn’t answer.

When people report they 'got a call', there is no box for "missed call", so they check the box that says "Spam", so carriers just label it as spam likely since they don't really know.

No message left in voicemail.

I think social media and overly dramatic news stories have people afraid to answer their phone.  Perhaps this will help.  Call back gets "ASDE Survey" first in French, then in English.  It goes on to explain that they are not selling anything and gives instructions for being added to the internal DNC list. Of course, numbers can be spoofed but it's highly likely that this was your caller.

Left a voicemail.  It was a man’s voice asking if there is a phone line in my house which isn’t a cell phone

Most likely the same survey company.

I checked my voicemail, it says its a survey. But all national survey companies do not use local numbers. Normally they use 1800 numbers. Like Epsos Read. SO just block and delete it. I had one do that do to a few weeks ago, it ended up being a scam.
