    Received a robo call from this number on my cell phone. It left a message that was cut off due to my message playing. It did say call the number from what I could hear. I did call using *67 to hide my caller-ID. A female with poor English answered and said: "IRS How can I help you?"

When you do call the IRS, they will be a recording asking questions to direct you to the proper department for your call. When the agent answers, they will give you a agent ID number for reference. THIS IS A TOTAL SCAN NUMBER AND SHOULD BE IGNORED.
