    You're right; it's scam.  They go by various names such as MoreStar Consultancy, LLC; Litigation Consulting Service, LLC; Claims & Warrants; and North American Asset Investigation Bureau, LLC (NAAIB).     One thing it remember is that anytime someone calls you demanding money to prevent your arrest or criminal charges, it is ALWAYS a scam. No debt collector (let alone criminals posing as debt collectors) have the authority to have anyone arrested for anything. (And it's illegal to them to threaten such a thing.) These type of crooks also routinely impersonate FBI agents, police and other law enforcement officials, which, obviously, is illegal as well. (Besides, law enforcement officers aren't in the business of debt collection, and debt is a civil, not a criminal, matter.)

    The bottom line is, these are criminals trying to steal your money. Anyone targeted by these crooks should ignore their illegal threats, and report their attempts to extort money from you to all these federal and state law enforcement agencies:

    1) The U.S. Secret Service is responsible for protecting the country's financial infrastructure and payment systems from international and domestic threats. Call or write your local Secret Service field office to alert them to the details of this attempted extortion. The addresses and phone numbers for the local Secret Service field offices are listed at http://www.secretservice.gov/field_offices.shtml or in your phone book.

    2) Alert the FBI at https://tips.fbi.gov  Be sure to tell the FBI that you are being targeted by extortionists over the phone and give them all the details.

    3) Maryland Attorney General  http://www.oag.state.md.us/Consumer/complaint.htm  (Litigation Consulting claims to be in Maryland)

    4) Your state's attorney general, the contact information for whom is at www.naag.org

    5) File a complaint with your local police. Most police departments will take a report over the phone.  Be sure to tell them that you're being targeted by an extortionist and give them all the details.

    6) File a complaint with  the Federal Trade Commission  https://rn.ftc.gov/pls/dod/wsolcq$.startup?Z_ORG_CODE=PU01

    If these criminals call back, tell them that they aren't getting any money from you and that you've reported their scam to federal and state law enforcement. They will react with the usual moronic, false threats.  If possible, try to save any voice messages they leave and, if legal in your state, record their calls if you speak with them. (Inexpensive phone recorders are available at Radio Shack-type stores.)

    Wow, EC, you're awesome. I just came from two or other sites and saw your helpful information there as well. Thanks to your links, I've filed reports with those agencies. Also, on another site, someone was able to see that it was a Comcast phone number -- I confirmed that with Comcast, who gave me their Comcast Legal Department, and she suggested I file a report with them. Doesn't seem like a phone company should be allowed to keep aiding and abetting an illegal operation...1-800-871-6298. Thanks again for all of the info on this site and to everyone who has taken the time to report these people.

    Thank goodness for Google. I hope everyone who gets a call from these people thinks to check it out before responding. Apparently, there are already a few organizations who are investigating them. Cleveland OH BBB listed them as one of the top ten scams of 2007.     they called my home and said my wife had to appear in court and she had a complaint filed against her,with abogust claim number.when does a spcial investigater call you from out of state  tell you to appear in court, i thought you were supposed to get a summons to appear in court. the tactics these people are using are off the charts i hope no one harms themself behind these threats i wonder who would be liable.

    A “Daniel Hoffman” at 240-764-4264, called our home on 23 June 2008, and recorded a voice mail message stating there was an “arrest warrant” issued in Bethesda, Maryland on “four charges” against Edwin L. Kirtley, and that we were to contact “Officer Dan Hoffman” immediately regarding “docket #RBY1957” filed by “'lawyer Andrew Briski -or- Bruski” (caller failed to spell the ‘lawyer's’ name). Caller also claimed that the Bethesda, Maryland warrant would be valid in our hometown of Clancy, Montana, implying that police would be on the lookout for Mr. Kirtley here too.

    I am an extremely intelligent, well-educated, well-read person, but this had me rather upset…at least for ten minutes…that is, untill I had decided to persue information about the telephone number via the internet.

    I am grateful for this website—it exposes scam artists such as these. Unfortunately, scam artists are getting more clever and ruthless all the time. We must protect ourselves from them.

    I have gotten phone calls from a Daniel Hoffman being very threating to me, and I have also received letters from More Star LLC saying they are attempting to collect a debt, do not pay attention to these people they are fraudulent! I have gotten calls from 240-764-4264 and 240-764-4255

    Call came from Nicole Jackson. Same as all the rest. They are a fraud. I filed a complaint with BBB. Don't waste your time or stress over them. Peace.

    They called my mother and tried this scam. Supposedly she owes money to First National Bank and if she didn't pay right then she was going to jail. It was the same name as well Daniel Hoffman.

    i recieved a call this morning from someone claiming to be an investigator. he said that i needed to call 1-240-764-4264 and refer to a case # because i had a civil case pending in the state of maryland. well, i called the # and gat an answering service for investigator Daniel Hoffman and the message said i had a warrant and my state would be notified of the warrant. but he has never returned my call. i haven't been to the state of maryland in my life.

    This caller "Daniel Hoffman" and "Anita Banks" called me today at home and reached my 14 year old daughter.  After threatening my daughter with Junvenille Detention, after they said they were police officers and were on route to my house looking for her father, she gave them my work phone number.  They called me at work to say that the Omaha Police Department were in route to my house to serve an arrest warrant for my EX husband.  After leaving work to find out what was going on, I called them back only to be called every name in the book and was told to "suck his #@$%".  That is all I needed to hear to head straight down to my local police department and file a report.  I am also from Maryland and have friends in the State Police there and will be also persuing charges there.

    I work for a legitimate collection agency and I can't believe they build websites for losers like this that whine about owing debt! If someone owed you money wouldn't you want your money! Stop inventing ways to run away from something that you owe. You wouldn't be contacted if you didn't have an outstanding debt.
    Stop crying and pay the bills you owe!!!!!!!!!!! If you stop living beyond your means and looking for way to evade your debts your life would be a lot easier

    So, a legitimate collection agency thinks that threatening to publish on the internet that the debtor is a pedophile is an A-OK thing?  Five will get you ten that you work for this scam.

    Anyhow, I've contacted the FTC, the PA Attorney General's office, and the FBI after receiving the above threat via voicemail yesterday.
