How they got my cell number I don't know
I believe it is a Telemarketer

Phone call from this number did not give me but about half a ring. No message left. I called right back and got an answering machine about a prescription card.

I had a missed call from this number on my mobile phone , which I do not know how they got my mobile phone number. When I called the number back , I got a recording Saying United States prescription Department. Said to leave my name and address and speak clearly , and I would receive a prescription card in the mail in 2 to 3 days , as long as I did not receive Medicare and made under 65,000 a year. This number came from Paducah Kentucky somewhere , I'm in New Albany Indiana , probably around 300 miles give or take. Something just didn't seem to add up So I hung up.

Called my cell phone, left no message. Have no association with this number. Cell number is unlisted and not given out to anyone other than immediate family. Number has never been used in a business transaction, been listed in contact info, etc. Must be computer generated call?

Yup, this is an automated call. The DNC registry will not prevent them from calling. On the other hand these prescription cards are at best shaky.

This number called my cell phone and when I answered, I said "Hello?" and there was no one there, but I heard my phone make a noise like a camera shutter. Freaked me out a little, so I turned my phone off immediately.
