Received a voicemail to my work number asking for head of the household and then the rest of the message breaking up. Perhaps a ploy to get the recipient to call back?

Received a call to my work number asking for head of the household and then afte identifying it as a government number the caller hung up. I re-dialed the number and you get a recording saying "Press 1 to be removed from our calling list (mans voice)....then a woman says 'Good-bye!'

This number called me twice in two days.  I didn't answer it and they left no message.  That tells me it is not a legitimate caller.
