Received a call on my cell phone. Caller ID displayed only the number. 1 301-535-4320. Didn't answer. They left no message.

Called my cell super early in the morning and didn't leave a message.  Block this scumbag.

Telemarketing robot all.  Pitch: lower interest rate on your alleged visa/mastercards.  Hook: offer expires today, press 1 to talk to a rep.

Not associated with any of banks that issued my cards.

No pre-existing relationship.  I'm on DNC list, and this is a mobile phone.  Requested removal from call list, they just hung up after I made request.

According to other search engins, this is a resurrection of the SCAM to lower Credit Card interest. I*67 & called back only to get recording that "the wireless customer you are calling is not available. Please try again later..."

Called before 8 a.m. and called again around 2 p.m. on my cell phone. Did not leave a message either time.  Don't know if these telemarketers work different parts of the US at different times.  I live in Oregon (Pacific Time Zone).
