I think they are a scammer - between them and three other area codes along with scammer type requests of private financial information... scam.  :)

Definitely a scammer asked me for my personal information for a loan. I told him I want interested. Then he said he was a collections agency. What a joke. Avoid this number and block it if u can.

The area code may be in Delaware, but the fellow on the other end of the call definitely is not.  The principal from my 12 year old son's school called because they had confiscated his phone when it rang during class.  Repeatedly.  The calls were coming from this number that when called, is answered by a man with a very thick accent offering a $60,000 loan.  To my 12 year old.  Who falls for this?

This number called me several times today, leaving no message.  Please stop

I just got a call from them guy by the name of Jacob Thomas and they asked me my last four digits of my ssi number n my bank card number

THEY CALLED ME SEVERAL TIMES AND DID NOT LEAVE A MESSAGE, WHEN I CALLED BACK HE STARTED YELLING AT ME AND SAYING I DEFAULTED ON THE LOAN AND THEY WOULD TAKE ME TO COURT - HE THEN HUNG UP.  I CALLED
BACK AND HE SAID I WAS HARRASSING HIM AND HE KNOWS WHO I AM AND THEY WILL HAVE ME PUT IN JAIL.  

Yeah, in his dreams maybe.  You're being called by scammers, probably from overseas.  They can't do anything to you (except the harassing calls).  Next time he calls, tell him you've reported his dumb butt to the FTC, FBI and your state's Attorney General.  Let him know that you know he's a scammer and he won't be getting a dime from  you.  You can report him here:
