C I says Washington DC, 2nd call today, first had 202 (correct?) area code. These spam calls interrupt my internet service. Phone service providers should be broken up!

I case you were not aware the phone service providers were broken up many, many years ago when AT&T was split into the baby bells.  You would have to be using a 56.6K modem for a phone call to interrupt your internet service, since I never had that problem with DSL.  Maybe you should either look in getting broadband from your cable company, or disabling call waiting on your phone line?

There are still people with Dial Up here in the states, as of May 2015, there were still 2.1 million people who still use AOL Dial Up.  this does not take into account other companies that still offer it.

That seems unbelievable to me, but still, then the solution is usually to disable call waiting if I remember correctly.

Yes, that was it.  In rural areas, some people have no other option than dial up.

These calls are so annoying and happen 2 and3 times a day, I block a number and the next time they call switching around the digits nothing works to stop them. I am on the Do Not Call list and it doesn't matter. Annoying. We don't answer numbers we don't recognize. We are on the do not call list. Doesn't seem to make any difference anymore.,Calls daily hang up before answering machine turns on .annoying wish they would stop calling or at least have the courtesy, to leave a message

Caller ID says "SPAM? WILMINGTO".  They leave no message.

Another site has a recording of a call.  There are call center sounds and American accents.  They ask for you by name.

Off site, there is a report claiming this is a political fundraising call.  I have received a number of calls lately from 302 425 18xx.  The ones that I could identify came from the DNC (Democratic National Committee).

Call came in earlier today and should be BLOCKED. The caller says in a prerecorded message that their company does polling for political parties. Their Caller ID is bogus and misleading, as it shows the local Area Code, while the text reads "OUT OF AREA."  The alleged polling is to build databases of potential donors to political candidates or parties. Fortunately, my online call-blocking service already had the number on its "crazy clown" list of nitwits and intercepted and disconnected the caller. Hallelujah!
