Called at 7:30 in the evening - call listed as "UNKNOWN NAME" on Caller ID.
I answed the phone but there was no response on the other end - but the line was still connected until I hung up.

Called at 2:20 pm. No name on Caller ID. No response
after pickup, computer must be slow in assigning
calls after phone is answered.

This number has appeared on my caller ID a lot recently, though I have never been home to answer the phone.

Some telemarketing companies use autodialers to call you, often multiple times a day. When you answer the phone, all you get is a hang up. The autodialer then logs when you answered the phone, versus when you didn't answer the phone. This information allows an actual human telemarketer to call you when you are actually home.

For instance, if you see the number appearing on your caller ID all day, but you aren't home to actually answer the phone, the human telemarketers aren't prompted to call you during those times. If, however, you answer the phone, it gets logged in the system that this is a good time for a human telemarketer to call you in the future because you are likely home.

Not sure if this is the case here, but it sounds like it...

My caller ID says Out of area from 1-302-449-6028. This is local to me. Curious, I picked it up. As other telemarketers, it took a couple seconds before a human on the other side pick up the phone. The guy (non-English dialect) said: "Hello". I didn't respond. "Hello" again. Then I responded, "yes?". He said "my-first-name", and again "my-first-name, last-name". Yes he said my fullname. I said "speaking". Then he hung up. So maybe the poster above (Matt) is correct that they are checking if the number belongs to the right person and time to for human telemarketer to call in the future. Don't pick up the phone from this number, ever! I also reported to National Do Not Call (google it).

Call and said he was from the local fire dept looking for donations for burn victims. I asked for information through the mail and said first i needed to make a pledge.  I declined to do so and he said "alright Bye" and hung up.  Sounds very suspicious.
