Get calls every evening can't call back sick of it

How do they get the cell phone numbers when I am supposed to be on the do not call list

Said he was calling from the Montana Dept of Health and asked if he had reached a private residence.  I told him he had reached a business, he thanks me and hung up.  Odd.

Called me 4 times on my cell phone in last 2 days  I tried to call back and number is busy.

why would the MONTANA Department of Health have a WYOMING phone number?

Has called 5 times this week; won't leave a message. I've never answered it since I don't know the number (and since they won't leave a message). Blocking the number.

Answered it, they breathed on the phone and then hung up... Did not call back.

Calls all the time,  never leaves message.  Can't be called back.

It's a health survey. They can skirt the Do Not Call list because they aren't trying to sell anything.

I've had 4 calls from 2 different Wyoming numbers, which I've never answered. They are from the University of Wyoming, and asking a series of health questions for the Montana Dept. of Health. My question is why do they have to go to Wyoming to do that, instead of Montana? Legitimate or not, I'm not going to answer questions about my health to someone I don't know, who calls me from out of who knows where. No way. Blocked the numbers.
