They are hateful people!  Beware!  When I talked to them and told them that I needed to look at my finances to see what payments I could make they told me that they would take that as a refusal to pay and would take it to the next step.  I told them that they asked me what I could do and I told them I couldn't make a rash decision and had to see what bills were coming and again she said, it's a refusal to pay.

This may be an extortion scam. Legit collectors per section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf *must* tell you at initial contact, or send you paperwork within 5 days of initial contact, the following:
    1. $amount of debt,
    2. name of the current creditor (which may differ from the original creditor who might have sold your debt),
    3. a statement that that debt will be assumed to be valid unless you dispute in writing within 30 days,
    4. a statement that that if you do dispute in writing within 30 days, the collector must mail you written verification of the debt,
    5. a statement that if you ask the collector in writing within 30 days, the collector must send you the name and address of the original creditor if it's different from the current creditor.
If you don't get the 5 disclosures, orally or in writing (you do not have to ask for it, the FDCPA requires it), treat the collector like you would any SCAMMER. Scammers are using bought/hacked loan application data to extort payments for fictitious debts from victims and victims' families and friends.
The FBI warns about payday loan extortion scams here http://www.fbi.gov/news/pressrel/press-releases/paydayloanscam_120710
The BBB has issued several alerts on this scam, just google "bbb.org alert phony debt collector"
Report to the Internet Crime Complaint Center http://www.ic3.gov/complaint/default.aspx , the Federal Communications Commission http://esupport.fcc.gov/complaints.htm , the Federal Trade Commission https://www.ftccomplaintassistant.gov/ and your state AG, as appropriate.

They did the same thing to me.  I told them that I would willingly pay $20 a month on the debt and they said that they took that as refusal to pay and marked my account to go have a judgement placed on it.  My "debt" was with Via Christi and when I called them they said that the amount due was over $1000 less that Midwest Service Bureau claimed.

I received a phone call from this company, Midwest Service Bureau, claiming that I owed $1300 to Via Christi.  I asked them to send me a bill with the detailed description of the balance due and they refused. I said that I would pay $20 a month if they could validate the debt and they told me that they would take that as a refusal to pay. They then marked my account to go to court so that a judgement could be put on it. I asked to speak with management and it was the exact same woman who got on the phone and claimed to be someone else. When I got off the phone with this company, I called Via Christi to see if they could send me a detailed statement of the charges that were in collection. When they pulled up my account, they said that I only owed them $129 and they had no idea why Midwest Service Bureau was claiming that I owed them much more than that.  I resolved my payment with Via Christi and I am still receiving harassing phone calls. I just mailed a cease and desist letter as well as a dispute of debt letter certified today. If I get one more phone call, I'll be contacting BBB, Attorney General, and FTC.  I suggest you all do the same as the majority of their collection practices are illegal.

I think they need to be harrassed about there neighbors.

Judgement on a $200 medical debt that we don't dispute? Go for it. It'll cost you more in legal fees than the debt is worth. And you do NOT get your fees back on this from the person you send for judgement.

Want to try me? I've dealt with way more in court.

You are NOT supposed to threaten the people you are contacting. Work with me, I'll work with you. Get snotty, and there's gonna be a stone wall.

This company needs to be shut down for their dodgy practices. ILLEGAL collection tactics. Period.

    Amazed
I received two calls from them today. Didn't answer the first, but answered the second time. Lady was yelling at me, telling me I was unappreciative. I had already paid half the bill for advanced Physical Therapy, and told them I could do $100 for the next 4 months to pay off the rest. I had to hang up as she refused to work with me, and was still yelling.

    Reporting them.

Adrian called today and was way out of hand with me saying things she no no business saying. Not willing to work with me and not saying nice things. I have never been talked to like this from a bill collector. I am so shaken up about this.  She doesn't know me or my family situations and has no right to talk to me like that. I kept calm and kept asking her not to say that because she has no idea and she kept pushing deeper. " refusing to pay for your child","it's only a little amount" to her maybe "I should be able to pay this all I don't need payment "  " well make sure you tell your husband since he is the one who is clearly working" wow that was the topper

Midwest service Bureau, a collection agency out of Wichita. This was for an old Westar electric bill. They called my previous land lord and my current landlord in a whole other state. I have no idea how they got those numbers. When I called Ms Monroe she seemed pleasant enough even after I told her I would have to put her off for a couple of weeks to figure out what I was going to do.

Since they talked to you, they are required by law to do the following:
Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/
Also file a complaint with your State Attorney General's office.
