Left a voicemail asking for "Marta" - line remained open for over a minute and I could hear breathing on the other end

This is a scam asking for donations for local sheriff dept.when I asked for a legitimate name and name of the county and sheriff department head.
I got hung up on.i tried calling back and got a voice mail from a man that sounds like he is half a lung left.

I have gotten calls from this number repeatedly since at least 6/10/2019, even on Sunday 6/16/2019 (Father's Day) three times. What kind of Disrespectful Losers do that? Answer: Crooks!!!

Caller left a message about medical braces. I’ve gotten similar calls from several other numbers.
