Phishing scam involving "free roof inspections".  It is a VOIP number and the carried is Onvoy/Sinch.  If these people call you, report the abuse to https://sinch.com/legal/report-scams-fraud.  You can also fill out a complaint form with IC3.  These people prey on vulnerable populations.  They will claim your roof needs to be fixed and then make minor repairs every month, taking your money.  In some cases they use Flex Tape to make "repairs" and charge you $500-2,000.  They will come back monthly doing the same thing, draining either you or your loved one's savings.

What if the number has been spoofed?  Are you saying that people receiving calls showing this number should report it to that carrier even though the actual subscriber is innocent of any wrong doing?

As to the carrier, knowing what company provides service for a given phone number tells nothing about who made the call and why they did it.
Looking up the company servicing the number is a waste of time.  It is like asking who was driving a passing car and where it was going and being told "The license plate is registered in Kansas."  And, if this phone number was spoofed, then it is like that license plate was taken off a car from Kansas and placed on a car from Texas.

I reported to Onvoy/Sinch the date, time, and number they called.  They checked to see if that number did in fact call my number at that time and date.  If there is no record, then they will just say the number was spoofed.  However, in this case, I got a reply that the number was being investigated.  I got a claim # and was told to save all the documentation I may have.  It really isn't that hard to look up a number. It doesn't just show where it is from- like in this case "The Villages".  It will tell you if it a VOIP or cellular and what carrier they use.  These big compnies like Bandwidth, Onvoy, and Twillio get these numbers from NANPA- North American Numbering Plan Administrator
- and if the companies are providing numbers to people who are committing crimes, they could be penalized by NANPA.  I get what you are saying and putting in the work can be tedious without any rewards.  Since I have been doing this, I get very few "Scam Calls".  I have been even more successful in reporting Scam Emails that get through my filters and the fake home/car warranty frauds via USPS mail.  It takes me maybe 10-15 minutes to report phone numbers, emails, or postal codes, and has indeed stopped the constant harrassment that I was getting 3 years ago to maybe 1 or 2 a month.  I am passionate about this because I have to get a pin every year from the IRS to do my taxes and freeze/thaw my credit scores due to data breaches and ID Theft.  Here's a good free carrier lookup tool: https://www.ipqualityscore.com/free-carrier-lookup .  Here is a a list of contacts to report abuse: https://reportphonespam.org/ .  If you or a loved one (especially a parent or grandparent) fall victim to fraud, I hope these tools help exacerbate the amount of calls you get in the future.
