    The DNC list does not automatically block calls.  Instead, it provides a list of  "do not call" phone numbers to legitimate telemarketers who pay a fee for the list.

    The DNC list exempts political callers, survey organizations,  charities and companies with preexisting business relationships, but these organizations might have their own, internal Do Not Call list (ask them).

    The DNC list  is not effective against criminals, spammers and scammers, because those people do not subscribe to the DNC list, and do not care if you are on or off that list.
    Its purpose is to stop calls from legitimate telemarketers, and it does a pretty good job at that.

    The current incumbents aren't perfect, but that's no reason to vote against them.  

    The do not call system is not perfect, it cannot stop determined criminals or scofflaws.  But it does work as to those telemarketers who obey the law.  Occasionally there are prosecutions under the do not call law, but they can't get everybody.  Prosecutorial resources are limited.  

    The fact that institutions and individuals are not perfect doesn't mean they are somehow totally worthless.

    Got the call.   My usual treatment of a call I do not recognize is to pick up the phone and NOT SAY ANYTHING.  Usually, if it is a robo-call, I will wait 15 seconds and then they will hang up without saying anything.  Hmmm suspicions confirmed.  These robo-calls wait to hear someone answer and then they start the recorded "spiel".   After hanging up, I go block further calls from this number using a Pro-Call blocker from Amazon.
