person that is commiting fraud called from this number he says his name is Herb Wisenburg and he said he works for American Shopper Awards, he calls people telling them they won 5.5 million and they need to send money in for taxes first and they have to wire the money to a certain account number. wanted $4500.00 for a $500,000.00 bond . The money he is asking to be wired is to cover the taxes for the money won . he said he worked out of San Diego and the number he was calling from is one of those Magic Jack phone numbers, they probably purchased at a local electronics store. when  no one answered it said the magic jack customer you are calling can not take your call. BIG TIME SCAM!!!
