got a cal. didn't answer. no message left. cannot call the number back- will no connect. Who the hell are these people

Does anyone know who these SOB's are??? I've had several calls over the last couple months and today I finally answered their call. I got "please hold for one of our account reps" and then the call disconected after about 30 seconds... pretty tired of these people calling all hours...

Can anyone shed some light on them?
