Likely phishing call for personal information/credit card number.  Said they were looking for updated credit card information for a missed payment to a credit card transaction.  This companies email or suspend tge subsription.  Safe to ignore and not call back.

Just got a call from this number as well. The person didn’t speak English well like you said. I was in an area of poor reception so my connection was choppy and the man was incredibly rude and disrespectful.

This number called me at 4 am! After I had applied for a to good to be true ad for an apartment. Clearly a scam, he kept calling to get me to sign a lease through email and pay a deposit without even viewing.
