My cell rang a few times 5  minutes ago,its from this number. I didn't answer, no messages.

I got a call from this number, no msg. Called back, busy line 24/7. Who are these people?

I did not answer a call from an unknown number. They did not leave a message. Probably a spam call. Blocked.

All i heard was a weird static and then they hung up

Bad idea-do not engage the scammers. Playing their game by their rules on their turf you'll never win. At the very least you'll get more calls. Or they could "swat" (look up swatting) you. They also could start using your number as a spoofed number when they scam call other people. Wouldn't that be fun?
