    There is no do not call act.  There is a Do Not Call registry that list numbers.  There are two enabling laws that established the registry which are the Telemarketing Sales Rule (16 CFR 310) and the Telephone Consumer Protection Act (47 U.S.C. § 227).  You also failed to mention that you have the ability to sue them under the TCPA.
