Call came in this afternoon.  It also comes up as V3221601160019218323.  Computer spoofer.  Scammer.  Don't answer and don't give them any info if you do.
Comcast has a message transcription service.  Here's the message

SCAMMERS!  BEWARE.....Do not even answer the phone.  If you do they know they have a "live" one on the line and will continue to harass you and sell your number.  Invest in a phone system  that you can enter and call block unlimited numbers. I refuse to answer the phone even if I think I might know the number.  If they really are legitimate caller such as your Physician, Dentist, Attorney, Friend, Etc, they will leave a message in English that you can understand. Never under any circumstances press a # that they say will remove you from their list!  This just adds you to many new lists that they sell.

Celled my cell phone and NEVER answer the scam calls to the cell phone.  Just more calls from the lowlife scum - am so tired of these types of calls

Agreed scam number. Received 4 calls in the last 2 weeks with no one on the other end.

I haven't answered but if this helps anyone it is from Washington. More specifically somewhere in Snohomish county. I only know this since I live in Lynnwood and have lived in Mountlake Terrace.

Called my cell. I don't answer unrecognized numbers. The caller didn't leave a message.
