Called, I put it to voicemail because I didn't recognize the number and no voicemail was left. But from reading other people's comments, I think it's safe to say this is a spam call.

Received a call from this number. Caller id indicates it is Altegra Health. Altegra Health is a national provider of technology-enabled end-to-end payment solutions that enable health plans and other risk-bearing organizations to generate, analyze and submit the data needed to successfully manage member care and ensure appropriate reimbursement. If they are calling it is now sales / telemarketing.

They also using the moniker "My Advocate".

Answered call and nothing. Beeped and hung up

Rang phone and when answered in English they hung up.
