Listed elsewhere under FRAUD ALERT!! Left me a message that I qualify for a loan, but you know they are missing ssn, yadda yadda. Block and report financial fraud.

The area code said nothing because area codes cannot speak.  All the area code can indicate is that this number is assigned to the Philadelphia region of Pennsylvania.
The number may have been spoofed by the caller, but unless you traced the call to its actual source you are guessing about it being an international call.  Many scam calls are placed by scammers within the boundaries of the Homeland (even those where the caller has an accent, because there is this thing called immigration).
