This number meets all the requirements required by the North American Numbering Plan to be a valid telephone number.  It may or may not be currently assigned to a subscriber (which is an entirely different matter), but it is a valid number.

The name portion of your Caller ID display is placed on your phone by your phone company, not the caller.  Some phone companies are too cheap to do a proper look-up of a number and just display the city and state where the central office that supports the number's exchange is located.  The location for the central office for 470-946-#### numbers is (drum roll...) Carrollton, GA.

Since a "Robocall" is a telephone call that plays a pre-recorded message when the call is answered, then there was a message played (either to you or your voicemail) when it was answered.  What did the message say that has you claiming that the caller is a "Fraudster" and that they were "Phishing"?
