I received 3 calls in a row from this number. First 2 times the phone rang just once and disconnected. Third time I answered and a recording said "This is so and so with credit services." We are calling about your account. There is nothing wrong with your account. We are calling to lower your interest rate to 6.9%. My mother and father get calls like this on their cell phones. We're all on the do not call list, but these callers don't seem to care.

Why don't you and your parents file a complaint with the FCC?  You could get monetary damages and put them out of business.

Filing a complaint with the FCC will not get them monetary damages.  In order to collect on TCPA violations, you have to sue in court, and in order to do that you need to know who you are suing in order to properly serve them.

Got a call on my cell phone. Guess what? the caller, 1(480)288-8013 is "Unassigned Number".
Impossible; BS. Spoofed number on a _cell_?

A new number being used by that infamous "lower your credit card rate" scam?
