As soon as I answered, they hung up, within a minute got a call from 216-421-8619, some guy with a strong accent saying he was calling from microsoft to fix my computer, yep he'd fix it alright , tried to keep him tied up on the phone but when I  paused to long  he hung up.

Must not know how to use a phone, whoever it was didn't speak,
before long I'm getting voip and signing up for that no robocall thing.

scam artist that can't speak English. Funny that Microsoft now class themselves "Donnie G"

I didn't answer a call from an unfamiliar number, and no message was left. Caller ID read DONALD G. Blocked

CallerID says Donald G.  Caller identified himself as Chris and wanted to talk to me about my computer.  Very bad Asian accent.  I told him I didn't have a computer and he stayed on the phone and after a few minutes I hung up.
