its an automated auto dialer.  DO NOT CALL IT BACK!  It is looking for a response.  So it wont leave a voicemail.  They get your number once you dial them back.

Did not think twice (I guess I was stupid) and called back the number. Hung up once I realized what it was.

They called and it seemed like an automated call because it wanted to go to voicemail. I did not call them back based on your comments. They calling from Alameda, California
