This phone number is associated with another fraud scam number 713-904-3454 which is heavily reported on this site.  They claim to be a government agency in Travis County. They won't say which agency. Sometime State, sometimes County, not listed anywhere and they give the county civil courthouse as their address, where state agencies do not office. Their phone numbers do not match any of the state or country exchanges, and their email is not a .gov source. They appear to be collection agents who have crossed the line to outright fraud, They might give you a case number and claim your have pending charges/felonies against you and that you can pay them, usually less than $2000 to get off the charges. You will never have received any written notice of any charges or indictment or service,  If your attorney calls them they get off the phone fast saying they can't talk to him without a letter of representation, even if the client is on the phone with the lawyer. We were hung up on several times, and threatened. They sound like collection agents who have been terminated in the past for illegal collection practices, so they now doing this instead of actual collection work.

This number called my place of employment claiming to be some type of investigator name John Semore stating he has a case against me.  He stated that I needed to have an attorney present for this call.  He didn't give me the name of the company that he works for or what were the charges.  He was very rude and unprofessional.
