    The message that is left sounds like a "live" person asking about a student loan, but it's most likely a recorded message--I've heard it before associated with different numbers (I'll look it up and put it in the comments if I can).
    Basically, it's a scam.

    Message is something like: "Yes, uh this is Linda Williams and um, I'm calling in reference to your Federal Student Loan. Um, I need to discuss your repayment options with some new changes that have taken effect...my number is 866-925-5773 ...reference number 101**."
    I'm guessing they want your SSN.
