My husband and I received a call from this number, 563-275-2571,saying something about paperwork and a claim number and to call 888-401-4229, for my husband . I believe Ezra was a name, and 2 different women voices on the message they left me, accents so bad couldn't understand most of it.

You need to specify what you mean by "Legally" because it doesn't sound like you know what it means.  It is legal to attempt to collect the debt for eternity in 47 states.  Now if by "Legally" you mean that they can't take you to court once the Statute of Limitations runs out then that would be true.  There is one state where they could legally take your father to court if he were alive.
