I keep getting phone calls from them.

The Monroe County government site for new residents (http://www.monroecounty.gov/resident-newresident.php) shows that it is indeed Time Warner Cable.

They're probably calling to ask me to sign up for digital phone; they're advertising it like crazy around here.

My land line phone rang 3 times and when my wife answered the caller hung up without a word,  I want to my comouter and intered the # I got by calling *66 and the number reported was 585 756 5000,  I attempted to call the # to complain about the hang up calls and a recording gave this message "this is a number out of your calling area or is restricted".   I googled the number and got the information contained in this blog, Thank you very much!   I am becoming very unhappy with this sort of call and I am on a markiting NO CALL LIST.

Phone rang, when answered the called hung up without speaking.  I too am on the no call list...

It's a "Robo-Dialer" from Time Warner Cable. Pre-recorded voice asking you to call them about some offers, or as they say "Important information about your account." I called the number  back, got a real person on the phone, and they took my number off of their list.
