I received a call from this unfamiliar number around 9am. I did not pick up.  At noon my husband told me my calls were going to voice mail rather than ringing through. I tried calling out and received the message "no mobile network available".  I restarted my phone and was then able to make an outgoing call although the service was sluggish. I called my sister who had been trying to reach me. At the conclusion of that call, I noticed I had a new text message. The message was from the same unfamiliar number that had called at 9 and the message was a was a printout of part of my sister's conversation!!! That is spooky!
