A woman asked if I was Mister [insert correct last name] and hung up when I threw her off script.
She called again a couple of hours later. Same result.

Was it the real Iristel or a scammer impersonating them? What was the script they were using, like what did they say?

First call Sept 23 17.59 female caller asks is that Mister Lastname, I say Who wants to know? Caller hangs up.
2nd call Sept 23 19:44 wife answers, caller asks is that Mrs Lastname, she says Who is this? Caller hangs up.
After finding that 613-777-xxxx is a range of numbers provided by Iristel, I blocked the caller.
The number has tried to call three more times, on the 25th, 27th, and 29th.

Ah, so it is not the service provider that is calling you, just someone "neighbor spoofing" numbers in their service  range.  That means it could be anyone who is calling.

Yet in your second post you state that they hung up after you asked:
    "Who wants to know?"
and then after your wife asked:
    "Who is this?"
That is hardly something that would throw a caller "off script"?  Actually those questions are fairly normal responses to a cold caller, and would be anticipated by even a mediocre telemarketing/scamming script.

Received a call from this number from a male with a Filipino accent asking questions about the taste of my water supply, did I drink bottled water, was I the owner of this property etc. and other questions around my drinking water all requiring a “Yes” or “No” answer. When he finally got a “ yes” answer he hung up.

I've had several calls like that in the last 2 months. If you go along with it and claim you don't like the taste of your water, they offer to send someone to your house to test the water (which I refused) and after that they most likely try to sell you something. Scam Scam Scam!

Well of course they are going to try to sell you a water treatment system.  Why else would they call you (most likely illegally) and then offer to send someone out for free to test the water?

That must be rough when he goes to restaurant or diner and the waitress asks him a question such as "Would you like more coffee" or "Do you want dessert?"

Just received a call from an “Environmental Water Quality” group ….  1-613-777-1921
(Landline phone number for Iristel Inc., Kingston, ON is 613-777-1621)

Our water HAS tasted off for the last few days, but if I hadn’t been distracted working on a problem, I would never have answered with a yes or no to the questions. Now I’m worried.

Caller: My name is Anwan (?). We are an “Environmental Water Quality” group for your area. Could I ask you a few questions about your water quality and taste lately?
    Me: Fine.
Caller: Am I speaking to the homeowner?
    Me: Yes.
Caller:  Have you noticed a taste or smell with your tap water lately?
    Me: Yes. Last few days.
Caller: Do you purchase bottled water?
    Me: No.
Caller: Are you working or retired?
    Me:  Retired
Caller: Thank you. That’s all. Because you took part in our short questionnaire, you will be entered into a (gas something?) for a prize worth $500. Have a great day.
