This number called back when we called 911 and hung up which is strange because one would think 911 would show up in the CID...

Same thing, they just called my daughter's mobile number with the same story.

this number just called m my phone and when i called back noone answered then i called back again and it rang busy

I got a text from this number at 1AM saying "sorry I can't talk right now". I texted it back saying "what?" And got a message saying its a landline. I tried calling it during acceptable daytime hours, it just rang endlessly.  After reading the other comments though, it's noteworthy to share that I had also called CPD a couple hours before that because someone was in our yard... So apparently this number is associated with the police department- hence, it is unlisted.
