Called my work # (I am a temp who works Mon-Thurs and since no one has reason to call me for this job I leave the ringer off). Did not leave message.

Sympathize with your predicament. But these are often robodialers (computers) that just dial numbers sequentially, whether or not they are cell phones, land-lines or whathaveyou. If a call is answered it plays a message at best; at worst the robocall machine connects you to a real person.

My way of dealing with it - I have my cell phone linked to my Email account / contact list; if the # is not on the contact list I have an app (Mr. Number) who drops the call; it is configurable so you usually don't get a ring signal. You do get a listing of dropped calls so you can research who called you.

With rare exception the businesses who I deal with are told to call my true landline, which has a mechanical answering machine connected to it. Said machine records message, and serves as my call screening device so I pick up phone only when *I* want to talk to someone. An added benefit is that the answering machine sometimes confuses the robocall machine into mistakenly routing the call to a live operator -- I get a visceral thrill from listening to their "so you want to lower your credit card fees? .... hello?  ........... Hello !??!? ...... Sunnova<<click>>". Particularly helpful during election year (I am a conservative/libertarian voter in a college town in a pro-Union blue state ...)

DNC list does not work because these companies do not pay attention; there are enough legal loopholes to allow them 'one call' and from many reports when phone farms get calls from consumers like us they don't identify themselves, just dump the call.

Options for retribution are slim. Part of me would like to trace and sever the physical phone line except I suspect a large # of these 'phone #s' are being spoofed in the phone metadata. more forceful retribution of the people actually calling, while being potentially immensely gratifying in the short-term, would be bad physically/mentally/spiritually in the long term (speaking for myself, prison food gives me gas).

got a recorded message from a home security company, claiming not to be a spam call but referred by someone else (which is impossible since i don't live in the USA).  call when to my direct line which is area code 603.  this number is now blocked by a call forwarding rule.
