I have Comcast/Xfinity voip and all legit calls show as [V] for Verified, if I don't see the V, chances are, the call is spoofed or spam. Somebody keeps calling me from this number repeatedly 4-8 times in a row and the caller-id varies each time! Sometimes the caller id shows as "Call Research" and sometimes as "3854774824". Needless to say, if it was legit, they wouldn't hide their caller-id or rotate it back and forth.

Not as trustworthy as we would expect, since scammers and telemarketers are getting around it.  The problem is due to many "small 3rd party" carriers not following the Mitigation policies of the Shaken/Stir  Laws and so the spoofers get through by using them. The FCC is now cracking down on it, so hopefully we will see a decrease in those spoofed numbers soon.

Too bad you don't have the information (which you could have easily gotten" to make an accurate statement.  The CNAM portion of the Caller ID is furnished by the phone carrier.  They check the incoming number against a database(s) that may or may not have been updated, assuming that they were not too cheap to actually check the database and pay the DIP fees.
