Given this (US) phone number with a UK address for a conference in Paris by the "organisers" of the conference "Epidemiological and health transitions in the 21st century" ... never contacted them or submitted an abstract...

its a scam call to ask for your interest in participation in one of the scientific conferences they re organizing. I have never seen any conference organizations this desperate to call for your participation in any role.
