This is a solicitation company for a number of "charities."  Thus, they avoid the Do Not Call requirements.  They also call on variations of 703-398-14xx.

Realize that this is NOT the charity calling you--it is a for-profit company that typically takes  for their fee 75% or more of the money you contribute.

These people are relentless.  Once they get on your number they will call you every day at least once.  If you call their number, at the end of several minutes of commercial for their services, they will give you an opt out instruction that tells you to give the name of the charity for which you no longer want to receive solicitations.  Since they "represent" a number of charities,  if you just name one (e.g., AMVETS) you probably have identified yourself as a candidate to be called on other of their charities.  I asked to be removed from "all charities."  I don't know yet if it will work

I blocked their number on my phone so I will not get their calls, but I will be able to see from my phone call record if they continue to call.  If they do, I will remove the phone block and use the call forwarding feature of my service to send their calls to my State's chapter of the Tea Party like I do with all the other sleaze bags that insist on ignoring the Do Not Call list.
