My phone flagged it with a red background and "LIKELY SPAM CALL", so I did not answer. I got three calls over 6 days, so far. they'll go away, i hope.

While my Google Voice has putting been these in spam (and just like with email they're not 100% right about what's spam), there is something a little different about this one that makes it seem like it "might" be legit -- or at least not a full-on scam.  Namely, they "only" try calling every ten days or so, and they don't change their last 4 digits (it's always 2781... I don't get any other calls from 703).  However, this all seems to contradict what other people are observing here.  So maybe we've gotten to the point where big scammers are spoofing numbers from legitimate "annoyers" (e.g., political calls)??

Have received 8 phone calls from this number in the last 3 days.  4 today and 2 in the last hour.  I have blocked it since it didn't identify itself.

Keeps calling almost daily despite blocked by phone service provider.

How can these people call before 9AM? Blocking just does NOT seem to work!

Because legal calling hours are 8 am to 9 pm. You can find that out very easily by searching for it.
