Rec'd a call from this #, caller: Jeff with "Civil Procedures" Wouldn't specify details of call, stated my # was used as a POC for intended recipient (who would never use my #). Caller was not forthcoming stated intended recipient was aware of the matter and he gave a return number 888-864-4232 and a case reference #.  Caller did state that it was regarding the delivery of "papers" that intended recipient was expecting.  Intended recipient denies any knowledge. There is no issue with outstanding debts on receiving end.. Return call to the 713 # rang endlessly.

All debt collectors are required by law to send you a DEBT VALIDATION. This is sent through the USPS ONLY (email, text, faxes, carrier pigeons, smoke signals...none of those count) and state when you incurred the debt, to whom you owe the original debt, and how to proceed should you not recognize the amount.
This must be sent within 5 days of the first time the company attempts to contact you.
REAL DEBT COLLECTORS SEND THIS. Scammers do not.

A few other things to know-
-You cannot be arrested for ordinary debt in the United States.
-Process servers do not call in advance. They only get paid if they deliver you papers the court (not a private company) has ordered be delivered, and if you flee, they don't get paid. Therefore, they do not call ahead of their arrival.
-Likewise, officers do not call you to tell you they will be arresting you. Why would they?

It's a scam! I got a call from this #!! Simply just hang up, ignore and/or block is the best option. Not sure how they have my info but report to the police is useless too.  They won't do anything either.

Got a call from Emma Allen. Stated she was from Civil Procedures. Talking about papers that needed to be delivered. Gave me 888-864-4232 to call.

It is a scam - Last week I got a call from the Emma Allen person stating that she was looking for an ex brother in law that I barely know, something about a Civil Procedures and needing to deliver papers. that call originated from New York at 516-246-9622. Today I got a similar call from the Houston number 713-581-2543 looking for the same person. What these people are doing is looking through the internet white pages or something and finding people who are related or shows an association with the individual they are trying to scam to make it appear legit. Not sure how they are getting the actual phone number to make contact

This is a widespread practice known as "sewer service" which is what happens when debt collectors fail to properly notify consumers of lawsuits, then falsify court papers asserting a valid case. When the consumer doesn't appear in court, the debt collector wins by default and can then freeze the consumer's bank account or garnish the consumer's wages for an unverified debt.

According to the Texas Attorney General's office, BH Associates is not a real company and on the advice AG's office, anyone receiving calls from said non-existent company should file a report with the Attorney General and also contact the Sheriff's office NON-EMERGENCY number, or better yet, file a police report online.
