continue to receive calls from this number three times a week.  Not sure if it is a recorded message or live asian speaker. I am on the do not call list.

Same, from a couple of different numbers.  Also on DNC list

I get calls from this number and two others, at first I thought it was something for my wife  she's from Thailand but the callers are speaking Vietnamese.

If you already registered with the donotcall.gov, you can file a complaint at that website. That's what I did. Hopefully when we have enough people complaining about this agressive and very annoying telemarketer, someone will do something to stop them.

I have received phone calls from this company about once a day for the last 6 months to my cell phone with a pre-recorded message asking me to call another number. It is a marketing pitch for phone service to Viet Nam. I've asked them to stop and complained to the do not call registry with no result. They just call from another number the next day. If you are stuck on their call list, expect them to continue calling you.  I would change my number if I could but this is my business cell phone.  I am thinking of jamming their phone (especially their toll free number) so they will learn how it feel to get un-solicited phone calls that they have to pay for.  If you are also fed up and want to join me, their toll free number is 888-889-5370.  I would not call from your home, work, or cell phone though.  Just give them a few calls a day and just hang up.  If we can get enough people to call, just maybe they will stop their marketing practices.

Yes, there are two after midnight. I've complained to my cell phone company, FTC, FCC, Do not call list.  Doesn't do any good. Good luck to you if you are on their call list.
