This number is one of the outgoing telephone numbers at the University of Michigan PABX (private automatic branch exchange) system owned and operated by the University. It connects a phone call made within an extension number of the University to one of the outgoing telephone lines connecting the University PABX to a local telephone company.
PABX allows an organization to save a lot of money by reducing a number of telephone lines it would otherwise have to subscribe from a local telephone company substantially. Instead of paying for 30,000 telephone lines that connect every phones installed in offices within the University to a local telephone company's PSTN (public switched telephone network) via trunk lines, a PABX system allows the University to subscribe to, for example, 1,500 telephone lines to the local telephone company, on an assumption that at anytime throughout the day there would be no more than 1,500 outgoing telephone calls made from within the University's telephone extension simultaneously.
In this example, if a 1501th person tries to make a phone call to a telephone number outside of the University when all the 1,500 outgoing trunk lines are in use, she/he will hear a busy tone (calls between extension numbers within the University are excluded from this restriction; they are handled internally by the PABX system).

I asked who it was or who they were looking for and the question was repeated once more. I proceeded to hang up and call back to receive an operator error.
