What is Scam/Spam Likely?
In an effort to combat spam and scam calls, many carriers have adopted new technology. This technology allows call recipients to flag numbers as “spam risk” or “scam likely”. When a caller ID shows this information to a recipient, they can decide whether to answer. This information relays the flags from other recipient’s interactions with the number.

When people report about knowing nothing, it only floods the system with flagged reports that cause service providers to put those in the caller id display. Most are spoofed numbers, so when the real owner makes a call, they will wind up having a flagged number display. It is not a reliable system and doesn't help to know who called. People want to know who called, not that you have no clue who called, since they already know that much.
