Who called me on my cell phone which I recently got?  Have not given the out .

Called me 5 minutes ago.  I did not answer this completely unfamiliar number.  Whoever this was did not leave a voicemail.  I'm guessing a "spam" call.

They called my cell phone, too.

Not in collections so dont know why they would call. Also if I owed someone they would have my home phone instead of cell phone.

It may be CBA of Ellijay Ga., a collections agency.  The office code of "999" is the tip off its irregular, just ignore.
I am not sure why these collections people use spoofed numbers, I NEVER answer anything with numbers like 999 or 001 for office codes--they don not exist.  But after all they are collectors, the bottom rung on the intellectual ladder.

You are 100% right, Even when the same number most of their name changes, But the CBA part always stays the same.

Have been getting calls from this number since I got a new Verizon cell phone. They don't leave a message.
