Just got two calls from this number who is this?

This is a collection agency. I just got a new phone and they keep calling the previous owner of the phone#

Am afraid this is a fraudulent number or one of those scam debt collectors that make up bogus debts, http://www.wweek.com/portland/article-20523-the_enforcer.html.

I recently tried to do a change of address and before I realized I was on a "bogus" page, not a .gov page, I had already given my name, new address, email and phone number.

I've been getting all kinds of junk mail and now this non-descript phone message, "Hello, this is Andy, this is a debt collector, please call 800 207-5047.  I called the number twice just to protect myself. It's a non-number and now I'm concerned that what has happened to many Oregonians could happen to me.

The phone message said this exactly, "Hello, this is Andy from a professional debt collector, please call, 503 207-5047--and, concerned that it could be a debt collector scam with my information, I called back twice.

The phone number turns out to be "bogus". It doesn't even ring, it buzzes for as long as one listens to see if someone will answer.

According to the "The Enforcer" article listed above, one call "counts as notice" and whoever's behind the calls can take a person to court with a falsified claim and end up getting court orders for debt individuals NEVER incurred; but these guys make millions because once there's a Court Ordered Judgment, it can take years and thousands of dollars to rectify.

I'm afraid.

Also, it gives some advice on how to protect yourself from such scammers. I need to go back and read it again--now that this has happened.

Yes I just got a call from this number, they wanted me to confirm my personal information to talk about a personal matter. I asked who was calling was given "Andy (don't remember last name)". No business or company name offered when asked. When I mentioned if collection agency/debt Andy was like "Who said anything about a debt/collection." So I disconnected.

Others have indicated that this might be a debt collector. Unfortunately the DNCR does not apply to these operations.

Just got a message on my work phone from them. They wanted to verify employment. Thought it was odd that they didn't leave a business name and just left the name Andy. So I looked the number and found you guys. Glad I did, now I know not to call them back.
