The telephone do not receive calls only a machine ask for a number to call back.  No information is given to customer to locate a the origination caller or the office. This phone is on the credit report.

It is a collection agency. I was able to call them at this number. But they did not give me a name of who they were.

No one returns phone calls for 5 days already.

I was told by CitiMortgage that my 2nd mortgage has been charged off, and to call this number (800-395-8897) to make any payment arrangements.  Does anyone know what company this is?

It is the Citi Mortgage Recovery Department, this is the last straw before the sale of your property. It is important you deal with a professional real estate agent.
