Someone called with a name John Hunter identifying himself as USCV a receivables agency. I tried to return the call and I was suspicious as there are so many scams. Then I called and immediately they started asking personal information which I refused to give. Then I googled to find this page and posted this message for others to be aware of this scam.

Apparently they have some important business matter to discuss with me, despite the fact that I've never heard of them. Whatever they want, I ain't bothering to call back.

It is a collection agency. I had a small medical bill that had been sent to the wrong address, and they just asked me to follow up with the hospital and take care of the balance. They were very polite and professional.

Believe it or not, USCB  is very nice company that works with various medical organization (for me, It's Stanford Hospital).  They act as an agent of the medical organizations and help set up payments.  By using USBC neither Stanford nor USCB put "black mark", or negative report on your credit report.  They are like a third-party accounts receivable company.

I don't believe you. If uscb is a third party debt collector, then Standford is obligated to report your late payment to the credit agencies. Legit collectors per section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf *must* tell you at initial contact, or send you paperwork within 5 days of initial contact, the following:
    1. $amount of debt,
    2. name of the current creditor (which may differ from the original creditor who might have sold your debt),
    3. a statement that that debt will be assumed to be valid unless you dispute in writing within 30 days,
    4. a statement that that if you do dispute in writing within 30 days, the collector must mail you written verification of the debt,
    5. a statement that if you ask the collector in writing within 30 days, the collector must send you the name and address of the original creditor if it's different from the current creditor.
If you don't get the 5 disclosures, orally or in writing (you do not have to ask for them, the FDCPA requires collectors to provide them), treat the collector like you would any SCAMMER.
If they say the FDCPA does not apply to them because they own your debt, the debt-owner exemption only applies to the original owner. Any 3rd party who buys the debt for the purpose of collecting debt is treated as a debt collector, i.e., ownership is irrelevant for debt buyers and they must obey the FDCPA as explained in this FTC Staff Opinion letter here http://www.ftc.gov/os/statutes/fdcpa/letters/arbuckle.htm
Has the statute of limitations for your state http://www.fair-debt-collection.com/SOL-by-State.html expired on your debt? If expired, don't pay.
Collectors generally have to be licensed by your state to practise (collect debt) in your state and you can find out by calling your state Attorney Generals Office. Ask if a license is required and does this collector have one. If not licensed, don't pay and file a complaint.

Lisa, I do believe you since I have also got a letter from USCB today representing Stanford hospital to collect a confusing medical bill from me. I am trying to contact them to have the payment set up. However I am really worried that my credit score will be hurt by this collection. I am wondering how do you know that they won't have a negative impact on your credit report. Thank you!
