Message Call from this number, asking to call them back. I did it. Instead of saying what they wanted to say, they asked me to disclose personal information by phone to a 800 number. They kept asking the very same questions over and over, even when I had just replied to them.
Obviously, they were not professional services worth to be taken seriously.

Woman called my cell phone. It took a moment for her to respond to my hellos as if the call was being connected from a third line. Right off she asked if I were parent or guardian to said child. Said she was a representative of mass health and was offering free services. Then asked for my name and emphasized free services but was vague as to what those services would be. When asked where her office is located she said Boston but quickly said she would come to meet me and persisted that she come to meet me. She said she would call back at a more convenient time for me-said twice she would call me and asked when would be a good time to call back. Then she asked for child's date of birth. I ended the call without answering. Very suspicious.

There was someone for the welfare dept. that called me and I would give him any info and hung up! He called back and I hung up again.  They use a fake ID.  They even tried to called me and put my own name on the caller I>D. This wants you to block every number.. but they use a lot of  different numbers!! Good luck!! Call the phone com and block the number!

These calls are, actually, legitimate (whoa!). They come from Massachusetts Behavioral Health Partnership. MBHP manages behavioral healthcare programs for the Massachusetts Welfare program, e.g. MassHealth, etc.. Full disclosure: I work for MBHP in Boston, and you can decide to believe me, or not!!  The customer-service skiills described here are rather awful, and I'll bring these remarks to the attention of the calling center manager.
On the other hand, by law they can't disclose any information about a member (say, a child) without first validating that you're the parent or guardian, so this can make for an awkward conversation. They want to offer services, but can't really say exactly what, until they know more.  Yes, there's a calling center, so a pause as a rep comes online is typical. Yes, there are serveral outgoing lines, so caller-ID numbers may vary.
