I have been receiving calls from this number for months.  Today, they left a number to call them back because the license on my computer has expired.  Why can't these calls be stopped.  Do they really think we are that stupid?

They can't be stopped because they are from overseas in other countries.  And yes, people do fall for this and pay them money.  They certainly wouldn't keep using it if they weren't getting people to pay them.

an American accent woman leaves a message"urgent msg for patrick xxx " your license has expired.   I called it back thinking it was the dmv, man with Indian accent answers with no company title and asks for my name.  i refuse to give my name until he identifies himself.  who are you, you called me...he replies microsoft and calls me by roomates name, fishy since they left a msg for me.  I remind him we are on the no call list and will report him, he quickly hangs up.  definetly a scam of some sort.

Call blocker is your best bet. The DNC is meant as a guide to law abiding telemarketers.  The people calling you are criminals and scofflaws.  Do not pick up on call numbers you do not recognize.  800 numbers are often used by overseas scammers.

Actually the DNC system works reasonable well.  People and businesses are prosecuted under the law.   But the people calling you are overseas, usually in India and Pakistan.  There's nothing the US can do and the local government s do little.  Call blocker can help.  Also do NOT pick up on call numbers you do not recognize.
