Scam. I have had a similar instance of the same. Said they r sending a tech to disconnect service. They were unable to give address or account # when asked. Call the power company from the number off ur power bill to ask about service.

Decades ago (yes, these scams existed even back then), my late Mother received a call from a scammer pretending to be a lineman for her and my Dad's EMC. When he threated to pull the plug on their power unless they agreed to pay an unspecified amount of money, she demanded to speak to his supervisor. He hung up. She immediately reported the incident to the REAL EMC, who said they had received numerous complaints from their elderly customers ever since the scamsters had been run out of a neighboring state.
