Unfortunately lots and lots of places and even people do that because they don't have the same upbringing that the older generation had.

That would be on your phone carrier and not the caller.

Called and left no voicemail.  When an 800 number calls and leaves no message, I assume it's a scammer.

Searched 800-889-8740 as they called & left no message. Response was Midland Debt Mgmt. I am not in debt. I pay all my bills before they come due. If it WAS legit, they'd leave a message.

Wrong!!! It is not always on the phone carrier because an individual has the capacity to change what the caller ID shows. With Youmail, VOIP, and even carriers like AT&T if you have an online account you can change what the caller ID shows. When I was with att, I had 4 lines and I changed the names to the users of the phone instead of all 4 lines showing my name. Just information!!!! Also I got a call from an 800 number and it showed my husband's name but I was alert enough to recognize the name and number didn't match so I didn't answer and called my husband. I also got a call that showed AT&T with a local number. I didn't answer and I called AT&T and they confirmed they did not call. So the moral of this story is, be vigilante and alert to the calls you get because scammers are always ahead of the public with their next great scheme..

Correct and that information goes into a database for that person's number. Now if someone spoofs your number, then the recipient's Carrier does a database lookup on the number and shows the last updated name for the number.
The CID name is generated from a telephone company database using the caller ID number.
A destination provider may display no name or just the geographic location of the provided telephone area code on caller ID (e.g., "ARIZONA", "CALIFORNIA", "OREGON", or "ONTARIO"). This often occurs where the destination carrier is a low-cost service (such as a VoIP provider) running no database or outdated data in which the number is not found.

This is probably why Midland puts out these web pages claiming their numbers:
